103 charges dropped in James City outlet shoplifting case

Allen of Borfolk and 32-year-old Kristal Feimster of Norfolk, although he did say the investigation is ongoing. In all the women were accused of stealing $7,000 in merchandise. 

"Our expectatation is that these charges will be brought back," he said.

On June 9 at about 6 p.m. James City Police were called to Premium Outlets because an employee at the Coach outlet reportedly witnessed the women putting merchandise into shopping bags, according to police. The women were detained and eventually arrested. 

Maj. Stephen Rubino with James City County Police said at the time of arrest it's believed the women worked in teams to draw attention away from an single individual's activity. He explained that they alleged used wire snips to take sensors off merchandise and had reportedly lined shopping bags with aluminum foil and duct tape in an effort not to trigger store alarms. 

Merchandise was stolen from Gap, Lacoste,Welcome! We're Breathing Color, designer and inkjet canvas suppliers, fine art paper, photo paper, and print varnish for fine art and photographic reproduction. Ralph Lauren, Coach, Children's Place, Levi's, Eddie Bauer, J. Crew, Ann Taylor, White House/Black Market and Banana Republic, according to Rubino. Four counts each of misdemeanor petit larceny, seven counts each of grand larceny, and seven counts each of conspiracy to commit larceny were dropped for Keyshon Allen, Tonyia Allen and Lindsey. 

Four counts of petit larceny, seven counts of grand larceny and 11 counts of conspiracy to commit larceny were dropped for Felicia Allen. 

Seven counts of grand larceny, seven counts of conspiracy to commit grand larceny and eight counts of conspiracy to commit petit larceny were dropped for Kristal Feimster. 

One count of felony possession of burglary tools was also dropped for each defendant.
